A backbone network to provide connectivity right upto the village level. It is one of the major Projects to boost IT/Network infrastructure in the State to be implemented in next couple of years. It is one of the 22 Projects under National e-Governance Plan (NeGAP). To Provide high Bandwidth Backbone till block level. It is Fiber based Horizontal & Vertical Corridor & Authorizing public access to administration. It is Available on 24 x 7 basis and Internet Ready Blocks, Tehsils & Districts.

UPSWAN will have the distinction of a state owned network. All three services - Data, Video & Voice (IP based) connecting 70 Districts 304 Tehsils 806 Blocks – ultimately reaching more than one lakh Villages and capable to handle high volume high speed throughput of 2 to 34 Mbps. It is integration with Secretariat Campus Area Network (SCAN) & Protects of all previous investments in network through backward integration. It has internal Interconnection with NIC’s satellite based Network (NICNET). It is satellite and OFC will compliment & supplement each other to provide seamless integration
